The oil and gas industry is the world’s most capital-intensive industry and invests hundreds of billions annually in new projects and maintenance of existing facilities. High levels of complexity for capital projects and turnarounds in the oil and gas industries have historically led to some of the highest project losses. Sakhalin II is a new offshore platform under construction on Russia’s Pacific coast. It is the world’s largest integrated oil and gas project, with total resources of some 4 billion barrels of oil equivalent. Last year it was announced that the forecasted project costs would more than double from $10 billion to $22 billion due to high raw material costs and contractor overruns.

- Ensure the optimization of design and development, considering the alignment of resources (people, materials, access, permissions) with exact cost and time ranges at the front end of the project and program lifecycles.
- Ability to create structured, well-planned, and organized programming designs.
- Represent owner in construction cost negotiations and reconciliations with contracting firms.
- Interface with Project Engineering, Purchasing, and other Project representatives to communicate estimating activity.
- Familiarity with unit rates and demonstrated knowledge of cost engineering principles.
- Great at negotiating skills to represent the Client’s interest in discussions with third-party EPC firms, vendors, and construction contracts about project costs.
- Coordinate and work with the project management in the oil and gas team to resolve issues to ensure the delivery/completion of the project work.
- Attend project meetings and discussions with the PMT and external client.
- Proficient in construction contract administration policies, procedures, and concepts, including change orders and contract amendments.
- Driving supply, production, and logistics optimization, including inventory, yield loss, and energy efficiencies, and maximizing the Company’s profitability for a product category.
- Develop strategic planning/supply chain business analysis related to supporting and assessing business needs, optimizing inventories, assessing cost improvement and constraint removal projects, and supporting growth initiatives.
- Construction estimating experience in all discipline types, lump-sum and billable.
- Capable of detailed construction estimates.
- Proficient in construction cost control using AutoCAD for estimating client projects. Excellent computer skills with Microsoft Suite of products.
- Manage and work to a project schedule while meeting project budget requirements.

- Provide engineering support to production, maintenance, and turnaround project and technical departments to ensure improved electrical system reliability and resolve repetitive electrical-related problems.
- Recommend and specify instrumentation for various process measurement applications.
- Provide daily technical support to Maintenance, Operations, and Environmental groups on oil and gas construction issues.
- Develop job scopes and drawing packages for small instrumentation, electrical, and mechanical, and structural projects.
- Providing support to the Project Group on the instrumentation specification for capital projects.
- Review project design packages for proper design regarding reliability, application, and maintenance requirements.
- Engage key stakeholders to ensure adherence to the Complex Capital Delivery process and the highest health, safety, environment, security, and quality standards.
- Risk-based schedule and contingency planning and root cause analysis.
- Responsibility for regular reporting regarding deadlines, quality, cost, and safety standards
- Management of all Subcontractor and Supplier Change Orders
- Management of all Subcontractor and Supplier Claims
- Liaise with Legal Department on all significant change order requests, claims, and disputes
- Ensuring that notices are sent timely to subcontractors and suppliers.
- Ensure that scheduling issues were timely given to subcontractor and supplier notices.
- Ensure proper documentation (e.g., minutes of the meetings) was created and maintained for all site meetings with subcontractors and suppliers.
- Work with project directors(s) to timely document any agreements reached.
- Track payments and deadlines.
- Analyze and mitigate risk by maintaining a Project Risk Log for mitigating actions.
- Provide weekly contract summaries and ensure contract execution by company policy.
- In conjunction with procurement, oversaw the preparation and revision of contracts involving site purchases of goods and services.
- Tracke, implement, and recover Liquidated Damages from Subcontractors and Suppliers.
- Initiate and control back-charges to/from Subcontractors and Suppliers
- Develop standard reporting procedures with the finance/project controller.
- Manage project insurance claims, including documentation of impacts and submission of necessary forms to recover policies.
- Liaises with Scheduler/Planner to ensure subcontracting planning schedules are produced and maintained.
- Support and guide the project team on contract issues.
- Prepared contract briefs and revisions summarizing contractual requirements and budgets.
- Maintaining detailed and organized files of all contract documents and project correspondences.
- Monitor contractor performance, including the reporting and status of subcontractor and supplier deliverables.
- Maintain an audit file for each contract, including the original contract, all correspondences, changes/deviations, amendments, clarifications, and payment schedules.
- Preparing and disseminating information to appropriate employees regarding contract status and facilitating contractor meetings.
- Work with Legal Department to ensure the contractor complies with legal requirements, owner specifications, and government regulations.
